Section 1. Use Governed by Rules and Regulations
Use of the Grove Township Hall shall be in accordance with these rules and regulations.

Section 2. Reservations Required
The Township Hall may be used by reservation only.   One or more persons twenty-one(21) years of age or older may make reservation for use of the Township Hall.   All reservations shall be made by a member of the Township board, assistant or designee.   To complete a reservation, User must pay the User fees in advance and sign a contract.   Except as otherwise provided, reservations shall be made on a first come, first served basis, and the Board’s decision shall be final.   The Township may approve standing reservations for civic and community organizations as is determines appropriate.  

Section 3. Hours
Except as the Township may determine, use of the Township Hall shall begin not before 7:00am and shall not end later than 11:00pm.   Cleanup to be finished and the building closed not later than 12:00am.

Section 4. Fees
Fees charged for use of the Township building shall be $15 per hour for Grove Township residents; and $20 per hour for all other persons.   All day fee is $150.00 for residents of Grove Township and $400.00 for all other persons.  

Section 5. Key
No keys shall become the possession of User.   Township Hall will be unlocked and re-locked by a member of the Township Board or designee at times agreed by User and Township.

Section 6. Deposits
All Users shall pay a cleaning/damage deposit of $50.00 at the time of signing the contract for use of the Township Hall.   The cleaning/damage deposit shall be refundable only if the premises are left in neat, clean and undamaged condition following their use.   Any damaged or unclean condition not reported to the Township immediately upon beginning the use shall be presumed to be caused by User.   If actual costs of cleanup and/or repair exceed the deposit amount, the Township shall be entitled to payment of the excess costs from the User.   The building official shall make the final determination in all matters regarding refund of deposits and charges for excess costs for cleanup and/or repai of damage.   Aggrieved parties may appeal to the Township, which appeal may be heard at any regular or special meeting of the Township.   The deposit may be waived for Users who have rented before and are in good standing.

Section 7. Waiver of Fees and Deposits
The Township may waive the Fees and Deposits for use of the Township Hall by charitable organizations, civic or community organizations as it determines appropriate.   Grove 4-H is hereby granted a waiver of fees and deposits for its activities.   Individual members of that organization shall pay any applicable fees and deposits for uses other than official uses.   Such organizations shall leave the Township Hall in a neat, clean and undamaged condition following their use and shall observe all other of these Rules and Regulations.

Section 8. Serving Alcoholic Beverages
Alcoholic beverages will not be allowed, distributed nor consumed anywhere in or on any premises of Grove Township Hall.

Section 9. Smoking
Smoking is prohibited inside the Township Hall.

Section 10. Walls and Ceilings
No pins, tacks, nails, screws, tape or similar object or material shall be attached to any wall, trim or ceiling surface of the Township Hall.

Section 11. Clean up Materials
Users of the Township Hall shall clean up the premises so that it is in a neat, clean and undamaged condition following their use, including trash removal from the premises.   The Township has cleaning supplies, tools, and trash bags in the utility room for this purpose.

Section 12. Thermostats
Thermostats are to be turned down to 60 degrees when furnaces are turned on and to 80 degrees when air conditioner is turned on.

Section 13. Occupancy Limit
The occupancy limit (112 people) for the Township Hall is posted in the building.   User agrees not to exceed that occupancy limit.

Section 14. Reservation of Right of Refuse Use
The Township may, for cause, determine not to allow the use of the Township Hall to any applicant or applicants.   Aggrieved persons may appeal to the Township board, may hear such appeal at any regular or special meeting of the Township.

Section 15. Adopted
The Township has adopted these Rules and Regulations by Resolution, and reserves the right to amend them as it sees fit from time to time.
